The existing network providers argue that the constant re-allocation by auction causes unnecessary costs and thus slows down investments. Telefónica explains that everything has to be left as it is, "this is the only way to ensure the existing supply for the population." Conversely, 1 & 1 as a bidder at the next auction would be a risk.

What O2 and Co. like to overlook in their own interest: From the consumer's point of view, there is a higher risk of the formation of monopoly-like structures the fewer networks are available on the market. At the moment it is Telekom, Vodafone and Telefónica / o2 that ultimately decide what mobile telephony costs in Germany. Because discount providers are also dependent on their networks, just like 1 & 1 is still.

It is in the interests of customers when more providers compete with each other and better offers are made - a view also shared by the Federal Network Agency. The fundamental goals of the reallocation include improving the cellular network and coverage, as well as promoting competition for the benefit of consumers.
