The Government of Spain will address the effective unification of the Civil Registry in the next two years, a task for which it will be based on the digitization of all the systems of this state body through the deployment of a new platform called DICIREG . The tool will centralize all the processes of this public service, will make all its offices use the same applications and will allow citizens to carry out their procedures online using their electronic signature.

But the task is not going to be easy at all, which is why the Executive has decided to put out to tender a contract for an external provider to support the Administration's technicians in the deployment and start-up of the new computer platform . as published today by the Official State Gazette (BOE) .

For this support task, the Executive offers, through the Ministry of Justice, a contract for a total value of 11.3 million euros in two years, VAT included . However, the contract provides for the possibility of an extension of another two years if the full deployment of DICIREG in all offices of the Civil Registry had not been achieved. The amount of this extension would be calculated based on the work that remains to be done.

The contractor who is finally chosen to carry out this task will have to carry out the necessary organizational and technical work to test and monitor the operation of the tool in a first pilot phase with the officials and, subsequently, to start it up effectively . Likewise, the tender specifications indicate that it must also provide technical and functional support to the people who use it during the second phase, collaborate in the administrative tasks of its implementation and, if necessary, provide face-to-face support in the offices that require it.

"The objective of the pilot period in the practical use of DICIREG is to complete the training of users and reduce the impact of the system change in the provision of Civil Registry services to citizens. The piloting will consist of carrying out a series of processing flows made up of one or more files, through which users will be able to put into practice real processing situations with test data ", states the statement.

Digitization for a Unique Civil Registry

The unification of the Civil Registry was introduced in an amendment to Law 20/2011, of July 21 , a norm that regulates the modernization of this state service.
